Face wash: I used to use Cetaphil face wash, which is a really decent drugstore one. I think it might be a little more expensive than other drug store face washes (it usually retails around $11-$14 in Canada?) but you get quite a bit of product; if I recall correctly one bottle would last me close to a year (I only clean with face wash in the evening, though!) Another good one that is quite reasonably priced is Mario Badescu's Enzyme Cleansing Gel, it's one of the ones I use in my regular rotation - very gentle, but cleans your face really well without making it feel tight.
Moisturizer: I tend to splurge on moisturizers, but I've used Neutrogena's with the SPF (I don't know the exact name, sorry!) and I found it worked really well. I've heard good things about Aveeno's moisturizers too!
One of the best tips I've learned is for if you're suffering from red, irritated skin: you can make a simple aspirin mask using an uncoated aspirin tablet - mix it into a paste with a little warm water and slather onto your face! It does wonders for getting rid of redness.
